Sypnosis: States agree on many basic principles involving foundation seed programs but no uniform system prevails. In fact, there are wide differences of opinions as to how the programs should operate. It is pointed aut that administrative policies to be achieved must, if they are to be successfully implemented, be supporred by program principles. An analysis, therefore, of principles that should govern important program phases is made.
